Japanese Post Offices in China,

It is probable that the "Gedr" may still be introduced through the Japanese Post Offices in China and

I have therefore the honour to approach Your Excellency

with the request that the Imperial Government, who have

show so sympathetic m attitude in previous cases, will be so good as to instruct their Postal Authorities in

Chins to stop the delivery to British Indian Subjects in

that country of any copies of the seditious newspaper in question which may be found in the Japanese mail.
